    The Situation
Some players who live in private towns want to bring people into their towns to give them a tour before joining (in the case of new players/recruiting purposes), or if it's bringing in a craftsmen to place some water for that new town farm or hoppers for that item sorting system for your town vault. Gated communities in real life can be compared to towns with access permissions set to town or kingdom residents only. What gated communities in real life have that towns on the server do not is a guest list, where the residents of a gated community can list names of friends and relatives so they can be let in by the gate guard when they arrive at that community's entrance. I believe that having a similar "guest list" for towns would be beneficial to towns since the staff wont have to change the town's access permissions every time they need to let somebody outside of town in, or have to claim the spawn plots and add them to their friends lists, which brings potential for stealing. This town guest list would allow selected non-town residents to be able to bypass access permissions on town-owned plots so they can visit a resident or as part of town-related jobs such as craftsmen placing and lift sign creation.

    Commands
    /t guest-add <name> : Sends a request to town staff/council to add a non-town player to the town's guestlist.
/t guest-remove <name> : Town staff command to remove a guest from the town guest list.
/t guestlist : see all the players currently on the town's guest list
/t guest accept <id> : Town staff command to accept a request to have a non-town player added to the town's guest list.
** In the town's portal page the town staff would see a separate list for town join requests and another list for town guest invitation requests, with option to accept/reject requests.

    How the Guest List Works
A resident wants to bring a friend from another town or a craftsmen in to place water and redstone on their plot. The resident would type in: /t guest-add <name> to send a request to the town staff/council to add them to the guest list. Online assistants/mayor can accept the request with /t guest accept <id> after seeing the request in the guestlist: (/t guestlist), or they can do it remotely from the town's Portal page if they are unable to get online or use Minechat/similar phone app to add them. If the resident doesn't need the guest anymore, he/she can ask the town staff to remove the guest from the guest list. The town staff will then do: /t guest-remove <name>.

If the mayor or the town assistants need to bring a craftsmen into town for block placing business or they want to bring in new players into town to give them a tour, they can type /t guest-add <name> and then /t guest accept 1 (since the latest request will be at the top of the guest invitation request list). When they don't need the guest anymore, or if they request to join town (in the case of new players/ people switching towns), they can just simply do /t guest-remove <name> to remove them from the town guest list.

When a guest is on the guest list, the guest will be able to warp to the town's spawn and will be access permissions to town plots like if they were actually a resident of the town. Guests won't be able to access plots that have the "town staff" permission as that plot's access permission (unless town staff change it to something other than that). The guest list will also not affect edit/use permissions on town plots. Likewise, the public/private settings of town warps won't be overridden by the guest list: the town staff can switch warps between public and private when it is needed.
