Even though water flow is disabled on the Creative World, there are ways to make water look like it is flowing. Using Cuboids, you can alter the blocks to simulate flowing water.

The Key: Any block(s) that wouldn't be a 'full' water block should have a damage value higher than zero.

Word of advice on behalf of the Creative Review Staff: Don't make your plot look like water flow was enabled and there's water everywhere. It's ugly. You won't get promoted.

Why does this work, oh Magical and Genius Takeo?

When water has a damage value above 0, i.e water:1, it doesn't count as a source block. Instead, it will try to conform to the water around it, appearing as if the water is flowing.

How did you figure this out?

Was just messing around on Stephfork's plot... A thought came to my head: "I wonder if water can have a damage value". So yeah. This is also somewhat the same for logs, different damage values represent the direction and type of log. Instead of writing a guide on it though I'll most likely just update the cuboid system to support it.

    First Case: Water Slides

First of all, you will need a staircase-type structure, like so:

Then, fill in all the spots where 'full' water blocks would be. In this case, that would be the 'steps'

Afterwards, add blocks where the imprefect, diagonal water blocks would be:

I recommend using a separate block type. This way, using /z replace command would take care of all blocks nicely. In this case, the command you would use is /z replace glowstone water:1. If you don't have access to Cuboids (i.e. less than Creative Rank 3), then using /z paint water:1 and destroying the glowstone should work as well.

    The result looks like so:

Second Case: Water Flowing in a Direction

Sometimes, you just want a nice bit of water flowing towards nothing. (I actually have no idea, but everyone has the preferences)

To do this, create the area where the water is coming from:

Add some blocks in the direction you want the water to go:

Note: Water travels only 8 blocks, just in case you're OCD and don't wanna be inefficient.

Now replace the blocks with water:1 (/z replace grass water:1)

Note that if you're using the /z paint method, you need to destroy the blocks in the direction it is flowing otherwise the water will disappear.

Third Case: Pillar of Smoke Water

Maybe you're the type of person that wants water to spread out everywhere for some reason...

First, make a pillar of water (doesn't matter the height, as long as it one or more blocks high):

Add two blocks on either end like so:

And now use /z replace air water:1 and click the two blocks you just placed:

No like one of them guys who If I walked up to them on a server and said "use commands to spawn me a giant riding an ender dragon that shoots arrows" and you'd be able to do it.
