Umm... it's the x-chromosome that does that... it's a sex-linked recessive trait, meaning that if your mother is not colorblind, she is a carrier. The Y chromosome is simply NOT a non-colorblind X chromosome, so the recessive trait in the X chromosome (colorblindedness) shows up.
Although the recessive allele comes from the X sex chromosome, the reason for colorblindness being more prevalent in males is because the Y sex chromosome has no genetic information for that trait, so it can't produce an allele colorblindness. So, he is right no-matter which sex chromosome he blames.
You could argue that, through inaction, the Y chromosome is to blame. However, that is similar to blaming me for not killing Putin as a way to end the crisis in Ukraine. The X chromosome is MORE to blame unarguably, and the Y chromosome's blame isn't really that concrete.
