Yes, they refused. Also, I asked them if anyone touched them, and they said "someone might have"

Start a conversation. Most of the time, we're not allowed to go into town matters. However the mayor is not sticking to his/her rules he/she promised to abide by starting the town.

Tell them to read the wiki and force them to give your stuff back. If they still decide not to, involve me. I know this is not what I'm supposed to do, but it's for the sake of the server's rules. Please tell me more in a conversation if you've tried the above.
