I think "Badlands" would be a great transition to a deserts or even some large forests for diversity, keep in mind those mayors that like to go with the landscape :D

So the "Plan B" doesnt really work. Although i have set Savanna as border for Desert it still seems to count "biome rarity" for all kinds of biomes on the map and i cannot say 100% sure that there will be Savanna on the border where i want it to be. The result is obvious, biomes look like placed with no order.

This idea would probably take a lot of staff intervention and player cooperation, but once everything is sorted out, I imagine people would like it.

I'd be happy with a set number of towns being allowed, and towns that go in debt or inactive being deleted to make way for a new town.

I wholeheartedly agree with more strict rules for towns in debt but i prefer to have big map (current size is ideal) and limit number of towns other way, because telling someone who is able to start a town "we are sorry, there is too many towns on the map" is really unfair, especially if they were able to collect Dei just by hard work.

Donating to get money to start a town gives the same wrong "donate to have power over others" feeling that i have from other servers offering staff ranks for donations. Over past 2 years, many people donated and are supposed to get their donor Dei again if the map will be reset. This amount of donor Dei can result in several dozens of small towns started in first week or two with all unwanted consequences as towns that quickly go inactive or steal residents from eachother. Having no donor Dei to start with, people would have to go mining and/or team with others. Collecting 50k to start a town looks like a big deal but one person can make 10000 Dei every week just from voting and mining gold, e.g. 5 people can start a town after a week of hardcore mining.

The lagoon biome looks really nice :). the islands give off a pirate-esque feel, which is cool
