I believe he means allowing the top towns to be able to attack residents or other towns.

A good suggestion has more than a title and a sentence. Please give more details.

What I met was if you have a good running town you ad don't have run down builds and have a lot of active players. You have to apply for the rank, and If you pass the requirements you get the Prefix Pioneer. So you can show off that you are a good mayor.

After you say that, this rank is doomed unless you can write the code to look through all the resident plots.

    That's "etc", for "et cetera"
That's not run down, that's just a bad build. Bad builds are, unfortunately, subjective and cannot be deemed so by an empirical means. This creates a problem, because how do we decide if a build is "run down" as you say?

A good mayor should not have bad builds every where, a good mayor takes pride in there town and tells bad builders to try again.

The mayors run their towns however they want them to be run. Who are you to tell them whether their town is a 'good' town or not? How would you know that what you are calling 'run down' isn't the entire theme for their town?

Basically, we can't have ranks on the main server based on people's opinions of someone's town.

I'm just confused as to why we would call a good mayor a "pioneer."

A pioneer is a person who explores and settles a new land.

The mayor of an established and active town would seem to be the opposite of that.
