    Unless it's changed and I haven't noticed, there's a plug-in which removes most mobs type with certain exceptions at certain increments of time on the main server. You can prevent this for a single mob by naming them in the case of a cow, sheep, chicken, etc.. Tamed horses, wolves, and cats are a natural exception as far as I know and don't need named; I know horses don't, but I'm not fully sure about wolves or cats.

    Sharpy, first of all, Rl is a guy. Second of all, he's a senior member of Caldera and is just very busy with his life. He always gets on eventually, he just can't dedicate every living hour to the server these days.

    Because he is just MIA and not gone, we need to keep his spot as is for his return. He is a senior and respected member of Caldera. If a soldier goes MIA do we say, "oh well, no medal for him."? No. We put them into a place of honor or give an award such as the medal of honor, as they deserve. *edited for grammar*

    We can demote him and repromote him if he comes back. We've done it with a few people. But he also has other family members on the server and in Caldera we tend to be lenient about inactivity with members with confirmed family as we know we can get in touch with them. I'm not sure if that's the reason the mayor chose, or if he talked to Rlindsey or his family members during the last round of demotions. Generally, once you become a senior assistant in Caldera, you are one for life. The demotions are mainly because senior assistants (and maybe assistants, I'm not sure) don't pay taxes. The last round of demotions we did, we had money problems. Now, we're better off. Either way, only the mayor can promote/ demote senior assistants, so it was his decision. He might even have just forgotten to demote him, lol.

    If it's that way it is because the Mayor wanted it like that. Since only the Mayor can promote/demote senior assistants. So not sure why you think it 'defeats the purpose' as it meets the purpose the Mayor wants.
